Weird problem with download speed

I got my Switch a few days ago, along with a physical game.
But due to sales and stuff, I decided to get one more game to have something to play later. I got the game from the eshop, but for some reason, the download speed is awful.
I did try to change the 1.4 thing to 1.5. I also am using the google ports. I am not downloading anything else, or using the internet.
When I go and test the connection on the Switch, it says 16 Mbps, which should result in 2MB/s download, right? But when I try to actually download something, it only downloads 0.2 MB/s.
And its not far from the router either. And nothing is interfering with the signal.
The only thing that comes to my mind that could cause the issue is
because I am downloading it from eshop of
different region - but that should not cause it, no?
