HTML lang file says it is used for PHP

What I did: opened a PHP file with out UTI set to nil.

What I expected to happen: Text to be colored as PHP

What actually happened: Text was colored as HTML.

At the top of html.lang it has
php as an option for @matchext
and <\?(?i:php) as an option for @matchfirstline

This causes the lang to be set to HTML instead of PHP even though there is a PHP lang file.
